其字形义当为四周被水环绕的小块陆地，这种小块陆地多为水冲淤而成。根据许慎的说法，上古时代，人类曾遭遇洪水，靠据守水中高地得以生存。后来，大禹制服洪水，分天下为九州。具体何谓“九州”，各家说法不一（《尚书·禹贡》中记录的九州有冀、衮、青、徐、扬、荆、豫、梁、雍）。
